Prices are per room.
The most expensive hotel rooms, of course, in Moscow. about 10,000 rubles per room. However, this does not mean that there are no reasonable prices in the capital. Simply, the price amplitude is very large, which leads to a high average. Moscow is followed by a wide margin of Norilsk, Vladivostok, Neftyugansk, St. Petersburg.
